  • いわゆる「貿易」の世界では、WTOや二国間の協定締結によって、世界的に自由化の枠組みが拡大しましたが、国際投資については、包括的な自由化の枠組みが必ずしも幅広く確立している訳ではありません。
  • そのなかで、1961年設立以来、OECD(経済協力開発機構)では、先進国間での投資の自由化を進める努力が払われてきました。OECDが提示してきた枠組みは、日本でも、外為取引や対内投資自由化の基礎となっています。
  • これまでの流れを概観しながら、外資規制、ソブリン・ウェルス・ファンド等、昨今の問題を一緒に考えたいと思います。

    Speaker
    1986年 東京外国語大学卒。外務省に入省。1987年~92年、ブラジル在勤。92年国連環境サミットなどに従事。92年帰国後、主に経済局(G8サミット、EU経済)、官房(人事、総務、外務省改革など)で勤務。2000年末~03年、欧州連合日本政府代表部(ブリュッセル)に勤務。2007年春から、外務本省で、OECD(経済協力開発機構)の総括を担当。

  • A framework for free trade has been developed by WTO and bilateral treaties . However, a framework for international investment has not been established so far.
  • OECD has made efforts to promote fair and free international investment for advanced countries since its formation in 1961. A framework that OECD has advocated is a base for Japanese foreign exchange laws and deregulation of domestic investment from abroad.
  • Mr. Yasushi Nakamura will give an outline of rules of international investment and will discuss current issues including sovereign wealth funds and regulations of foreign capital.

    Speaker
    Mr. Yasushi Nakamura joined Ministry of Foreign Affairs in 1986. He served as an officer with the Japan embassy in Brazil from 1987 to 1992, covering U.N. Environmental Summit. He came back to Japan in 1992 and was engaged in G8 Summit and EU economic issues with Economic Affairs Bureau and was engaged in organizational restructuring of the Ministry with the Minister’s secretariat. He was stationed at the Japanese government representative office of European Union in Belgium from 2000 to 2003. He came back to Economic Affairs Bureau in Tokyo in 2003 and has been in charge of OECD since spring 2007. He graduated from Tokyo University of Foreign Languages with B.A. in International Relations in 1986.
